I don't get it

Maybe someone can explain this to me: why do people in Utah have such a hard time driving in the rain? Is it that they don't see it enough and its scary? Why do people slow down to like 40mph on the freeway when it rains? It makes me CRAZY! Its just water. Now, if it was FROZEN water then I would agree that its scary. But, plain old rain?! Maybe its just me and maybe its that I've driven more in rain than not (ok that's exaggerating, but you get the idea). Someone help me out....PLEASE....and explain it to me.

Personally, I don't slow down in the rain EXCEPT in certain places along I-15. I have lived in Utah my whole life, and I just know that in certain spots along the freeway, the water pools, and causes accidents nearly every time there is a downpour. Sometimes it's just a matter of changing lanes to avoid the pools, but it can be really scary if you come up on one unexpectedly. MAJOR hydroplaning! That would be my best explanation.

Most likely, it's just people being stupid though. You're right, it's just water people!!
